Technology Vendor & Governance Manager

Job description

The purpose of the Technology Vendor & Governance Manager role is to support with the establishment of and manage technology vendor contracts to deliver outcomes that effectively meet Unitywater's requirements, and ensure vendors comply with their contractual obligations. In addition, this role will provide all required oversight requirements to enable the ongoing operation and performance of the Technology function in delivering value to the business.

Key functions of the role include the following:
  • Implementation, management and ongoing operation of a Technology Governance Framework which addresses all required oversight requirements, and ensures the ongoing effective operation and measurement of relevant technology service areas.
  • Ensure the Technology Governance Framework and all required artefacts are embedded within the day-to-day operation of the Technology function.
  • Facilitate the capture and reporting of risks on the Technology risk register.
  • Develop, implement and monitor reporting mechanisms for governance, specifically relating to target metrics and the identification of improvement opportunities.
  • Participate in and provide reporting to relevant technology governance forums to support with decision making requirements.
  • Lead the management, control, and implementation of the operational aspects of the contractual relationship with key technology vendors.
  • Effectively manage vendor operational contract enquiries, issues, disputes, variations, risks and undertaking negotiations with technology vendors as required.
  • Collect constituent reporting requirements and develop technology vendor scorecards and dashboards for presenting results, and maintain/enhance tools for use in technology vendor and asset management, including technology vendor tracking tools and supporting performance scorecards and dashboards.
  • Monitor and report on technology vendor performance in the areas that include quality, capacities, systems and responsiveness.
  • With large contracts, manage contract review meetings to ensure delivery against objectives and contract budgets, develop regular reports on contract milestones and performance, and inform internal customers, technology vendors and management of activities and progress through regular written and verbal communication.
  • Ensure that the technology vendor(s) are compliant with internal rules and regulatory obligations.
  • Ensures that requirements are well-communicated and well-understood, and clearly defines expectations from the business.
  • Provide informed advice in relation to contracts interpretation, management, service level and quality assessment, benchmarking and dispute resolution.
  • Define business requirements for new or changed technology services whilst ensuring alignment to business requirement and strategic objectives.
  • Support Procurement and Legal teams as required with the process of drafting and negotiating terms and conditions of all assigned contracts.
  • Ensure contract and procurement activities align with the Technology and Digital Solutions budget and record any variations in the budget tracker.
  • Contribute to the development and delivery of agreed savings targets.
  • Establish and continuously improve technology vendor management processes.
  • Assist with the development, implementation and review of Technology category management plans in conjunction with organisational subject matter experts and procurement.
  • Stay informed on industry trends and developments and takes steps to incrementally increase maturity levels.
  • Participate in the organisation's safety audits and inspections to demonstrate visible safety leadership and participation.
The requirements for the position are:
  • A proven track record of successfully developing and operationalising Technology Governance and Risk Frameworks to continuously deliver value to the organisation.
  • Highly developed communication and interpersonal skills including the proven ability to effectively communicate and influence decisions with all levels of internal and external customers.
  • Experience with the adoption and implementation of CoBIT would be a plus.
  • Substantial demonstrated experience of technology contracts including cloud based multi-sourced and outsourced services (IaaS, PaaS, SaaS).
  • Demonstrated experience in managing external technology vendor relationships and ensuring adherence to contractual obligations.
  • Excellent conflict resolution and negotiation skills.
  • Excellent interpersonal and communication skills in order to effectively manage technology vendor and business relationships.
  • Demonstrated ability to work as part of a team to deliver outcomes within specified parameters including timeframes and objectives.
  • Demonstrated knowledge of the procurement process.
  • Demonstrated experience of using and managing contracts within the Queensland Government GITC framework.
  • Previous experience in managing IT budgets.
  • C Class Driver’s Licence.
