My client is looking to add an experienced, professional and personable ICT Technical Lead to their Digital Solutions team.  In line with their strategic objectives, the aim is to deliver a consistent approach to ICT services encompassing network, identity, cloud, hosting (IaaS, PaaS, Cloud Services), MOE, applications/SaaS, security and a range of management services including ITSM and ICT Service Desk.
 
Key responsibilities

As the ICT Technical Lead, you will be required to:

• Support the Technical Delivery Manager providing technical design and delivery oversight, delivery assistance, taking inputs from architecture, networks, security and other relevant domains to meet the end-to-end technology needs.
• Provide strong technical leadership in the development and review of technical designs and delivery of end-to-end solutions.
• Work with the external vendors, service providers and other government agencies, IT architecture, security, network and delivery teams to ensure IT solutions are designed, secured, delivered and supported appropriately, meeting the solution requirements of the department.
• Provide technical leadership of new and emerging technologies relevant to the workspace.
• Undertake other duties within the Department, as required.
• Provide support for users and perform troubleshooting, including root cause analysis of production issues and documenting resolutions.
• Build and nurture strong relationships to facilitate effective communication and stakeholder involvement to support requirements gathering, clarifying objectives and managing expectations to guarantee the successful implementation of recommended solutions..

 The position requires someone who can clearly demonstrate or has:

• Technical Expertise: Extensive experience with windows server and cloud services and technologies (Azure/OCI) including DevOps/pipelines.
• Strategic Alignment: Experience aligning technical delivery efforts with strategic objectives, ensuring that solutions support the overarching goals.
• Cross-Functional Collaboration: Proven ability to collaborate effectively with diverse teams, departments, and stakeholders to drive successful project outcomes.
• Process Improvement: Demonstrated success in identifying and implementing process improvements, streamlining workflows and enhancing operational efficiency.
• Stakeholder Engagement: Experience engaging with stakeholders at various levels, managing expectations, and maintaining strong relationships to facilitate communication.
• Decision Support: Track record of contributing to informed decision-making through clear and insightful analysis.
• Delivery: Hands-on experience translating business requirements into actionable solutions, collaborating across teams to ensure successful implementation.
• Documentation and Reporting: Proficiency in documenting analysis findings, requirements, and presenting them to stakeholders in clear and concise formats.

Role requirements

• Azure Infrastructure Management: Design, work with operational teams to deploy, and manage Azure infrastructure components, including virtual machines, virtual networks, storage, and Azure Entra ID.
• Resource Provisioning: Create and manage Azure resources using Infrastructure as Code (IaC) tools such as Azure Resource Manager templates, Azure DevOps, Terraform, or ARM templates.
• Monitoring and Optimization: Implement monitoring solutions and perform regular optimization of Azure resources to ensure cost-efficiency and high availability.
• Security and Compliance: Implement security best practices and compliance policies in Azure, including identity and access management, network security, and data encryption.
• Automation: Develop and maintain automation scripts and workflows to streamline Azure provisioning and management tasks.
• Backup and Disaster Recovery: Set up and manage Azure-based backup and disaster recovery solutions to ensure data protection and business continuity.
• Scaling and Performance Optimization: Monitor system performance and make recommendations for scaling resources as needed to meet performance requirements.
• Validating and testing: Qualifying technical delivery of components and service.
• Troubleshooting: Diagnose and resolve Azure-related technical issues, including infrastructure, network, and application problems.
• Collaboration: Collaborate with cross-functional teams, including developers, system administrators, and security experts, to ensure Azure services meet business needs.
• Documentation: Maintain comprehensive documentation of Azure infrastructure configurations, procedures, and best practices.
• Provide guidance to project stakeholders to facilitate informed business decisions that improve business processes and meet changing business needs.
• Proven high level negotiation, consultation, facilitation and effective written and oral communication skills for use in a complex program/project environment.
