Technical Delivery Manager

Join this department embarking on a major uplift of its network services, including broadband upgrades, new web filtering services and associated solutions to keep Queensland States schools online, with appropriate digital enablement in a safe and secure context for all.
 
Given the close-knit nature of these initiatives, this role will provide support, expertise and capacity across all initiatives and BAU activities as required so that the team can deliver on our agreed outcomes.

As the Principal Technical Manager you will:  
  • Manage multiple teams of highly skilled technical resources in the delivery of key ICT services for both corporate service units and schools across the state.
  • Contribute the evolution of the department’s strategic vision for the ICT platform in line with school and corporate requirements and plan and provide strategic and technical design advice on development and deployment of new and existing enterprise wide solutions, emerging technologies and appropriate supporting IT infrastructure.
As the Principal Technical Manager you will have responsibility for the following:
  • Generate significant improvements and measurable business benefits by identifying, proposing, initiating and leading significant programs of improvement relating to the delivery of ICT services for schools and corporate units, and enhances existing approaches to process improvement and or develops new approaches. 
  • Play an active role in improving the relationship between the business and IT by providing organisational leadership to promote the development and exploitation of technical knowledge in the organisation by recognising potential strategic application of IT, and initiating investigation and development of innovative methods of exploiting IT assets, to the benefit of organisations and the community. 
  • Lead the creation and review of systems capability strategies that meets the strategic requirements of the business, develops enterprise-wide architecture and processes that ensure that the strategic application of change is embedded in the management of the organisation, ensuring the buy-in of all stakeholders.
  • Provide high level advice and recommendations to the Executive Director and Director to enhance the effectiveness of significant activities on major information management and information technology (IM\IT) policies and issues, and represent the directorate on internal and external bodies. 
  • Provide leadership and direction to operational teams and allocated project teams in respect of information technology management policies and issues, including risk management, technology security, client focus, and quality assurance (QA) certification. Lead teams of technical experts in the planning and development of high quality solutions for customers, providing management of the analysis, design, development, implementation of infrastructure initiatives and ensuring professional standards are maintained within the department.
  • Assist with the operation of effective financial control and decision making, especially in the areas of service, projects and component cost models and the allocation and apportionment of incurred IT costs. 
  • Provide advice, assistance and leadership associated with the planning, design and improvement of service and component availability, including the investigation of all breaches of availability targets and service non-availability, with the instigation of remedial activities, and plan arrangements for disaster recovery together with supporting processes and the testing of such plans. 
  • Engage with technical design, project managers or the Project Management Office, to ensure correct products are produced, in accordance with requirements specified from stakeholders in a timely fashion and evaluate the quality of project outputs against agreed acceptance criteria. 
  • Maintain, apply and ensure compliance to the principals of the ITIL framework utilised within the department.
  • Manage functions and resources in an effective and efficient manner, ensuring all management functions are effectively performed including application of equal opportunity principles, occupational health and safety requirements and professional development of staff.
