An exciting opportunity to join the infrastructure and procurement branch within a critical Queensland Department
Key Responsibilities
- Lead and manage the end-to-end procurement process, including procurement planning, market and demand analysis, conducting risk assessments, preparation of relevant documentation, sourcing, receipt of offers, overseeing evaluation processes, negotiations, seeking appropriate approvals and awarding contracts; in consultation with clients and in accordance with the department's policies, procedures, guidelines, and delegations. Ensure compliance with statutory requirements throughout the process.
- Undertake sourcing activities for goods and services with a medium to high level of value, risk, and complexity. These activities include:
- o Thorough internal demand and external supply market analysis to investigate supply market opportunities and determine industry capability and capacity;
- o Development of tender documentation (primarily Queensland Information Technology Contracting Conditions) and conducting various tender processes (e.g., Expression of Interest, Request for Information, Request for Quote, Invitation to Offer);
- o Objective supplier evaluation, negotiation, and selection processes ensuring the involvement of all key stakeholders in determining requirements, specifications, selection criteria, review of quotes/offers, negotiations, and final decisions that support the operational needs of key users and stakeholders.
- Undertake contract management activities, including contract planning, administration, reporting, and ensuring the successful delivery of positive outcomes from contracts and associated arrangements. Maintain relationships with key stakeholders and promote effective category management practices.
- Establish and manage contracts and arrangements through effective contract management, including monitoring supplier performance, developing and implementing contract management plans (internal and supplier), contract variations, negotiations, and dispute resolution. Ensure contracted services conform to specified requirements and identify opportunities for improvement in supply arrangements.
- Manage the integrity of procurement and contract management data and reporting systems. Develop and maintain effective performance management and reporting to address management and business needs.
- Manage multiple concurrent procurement projects (and other business-related projects) by exercising a high degree of judgment to meet operational and/or business deadlines.
- Research and prepare complex briefs, reports, and correspondence on a range of procurement-related projects and issues.
- Supervise and mentor other procurement team members to support their ongoing development, performance management, and ensure the procurement and contract management needs of the department are met.
- Undertake internal and external networking and relationship management, actively participating in the development and implementation of effective outcome-based solutions and strategies that meet the departments objectives, minimise procurement risk, and ensure value for money. Provide strategic advice to improve supply arrangements and category management.
- Develop client-focused relationships and provide timely, professional, and high-level procurement advice to clients, senior management, and suppliers on procurement processes and practices as they relate to and are affected by legislation, whole-of-government requirements, and department policies, procedures, guidelines, and delegations.
- Contribute to the development, implementation, and review of the departments' corporate procurement plan, policies, procedures, and other supporting documentation.
- Contribute to the development, implementation, and successful delivery of procurement information sessions and training to ensure consistency and best practice.
- Utilise negotiation and influencing skills to work with vendors, service providers, and internal and external stakeholders to improve value for money.
