Troocoo, in partnership with Queensland Fire Department are excited to be recruiting a Principal Procurement Specialist – Fleet.

Queensland Fire Department (QFD) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

Reporting to the Executive Manager, you will be responsible for managing the tactical procurement team, undertake medium to high risk procurement activities and contract administration, as well as establishing standing offer arrangements and panel arrangements for the fleet category. You will work collaboratively with staff, volunteers and stakeholders to achieve fit-for-purpose outcomes through best practice procurement activities to meet operational and organisational objectives,

Responsibilities of your new role:
Your part in the ongoing success of QFD, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:
  • Lead and manage a team of specialist practitioners to provide sourcing and contract administration services in relation to fleet procurement and contracts.
  • Provide strategic advice to internal and external stakeholders on procurement, operations and contracting issues, including policy to ensure governance and improve departmental procurement and contract management capability.
  • Lead the implementation of long-term strategies that balance risk, with a continual focus on identification and realisation of savings and operational benefits to achieve positive outcomes.
  • Develop category management strategies and plans, and ensure appropriate governance frameworks and controls are managed for effective procurement and administration activities.
  • Plan and manage complex procurement projects and initiatives in accordance with best practice methodologies and ensure they are delivered on time, on budget as meet organisational requirements.
  • Prepare and review high level policy papers, submissions, briefs, and reports on complex procurement and contracts related issues and initiatives, in accordance with departmental requirements.
  • Lead and manage the functions of the team through effective human resource, and financial management practices, including developing staff through performance, planning and review.
Highly desirable requirements
  • Queensland Government experience mandatory.
  • Knowledge and understanding of category management and benefits realisation concepts.
  • Knowledge and understanding of supply chain management, contract law and contract management frameworks.
  • Knowledge and/or experience or qualification in project management and enterprise resource planning systems.
Salary banding: $127,840 - $136,892.80 base salary + 12.75% super
