Principal Procurement Specialist - BCM

Troocoo is currently recruiting for an exciting new role with a large local council.
In the role of Principal Procurement Specialist you will be part of a great team and be responsible for:
  • Lead the development and implementation of category strategies and plans including undertaking or managing analysis, strategic thinking and decision making through the full category management lifecycle with minimal supervision from senior officers.
  • Develop and execute quality sourcing and contract management plans for contracts of strategic importance to Council (i.e. High Value / High Risk), by directly performing the associated procurement planning, market engagement, evaluation planning and assessment, negotiation planning and activities, contract award and ongoing contract management (including supplier relationship and performance management).
  • Lead strategic negotiations with internal and external stakeholders including suppliers.
  • Work with Team Leaders to identify, evaluate and implement innovation opportunities with suppliers and other external organisations, internal stakeholders, and Council customers to deliver on Council’s vision for Moreton Bay and the Corporate Procurement objectives.
  • Undertake value chain analysis, design, and implementation to deliver improved outcomes for Council customers and to optimise the efficiency and effectiveness of the value chain.
  • Undertake necessary reporting and analysis for evaluation of compliance, analysis of expenditure, review of savings opportunities, and assessment of benefits realisation including development and implementation of initiatives to drive value and efficiencies both within the category and across relevant areas of Council.
  • Provide leadership, guidance and training to the procurement officers to drive a high performance, continuous improvement and a customer focused culture.
  • Act as a point of escalation for procurement matters requiring strategic specialist advice (i.e. High Value / High Risk contracts).
  • Build and maintain high level relationships with key internal and external stakeholders and work in a collaborative team environment to ensure efficient and accurate procurement outcomes are achieved.
  • Write formal reports, business cases and other forms of complex correspondence to a high standard.
  • Provide specialist advice and assistance in the development and review the procurement policies, processes and frameworks to support Council staff in achieving best practice procurement in accordance with Council’s policies and procedures.
  • Project manage key activities which support a move to strategic contracting, including the implementation of new systems/processes, and effective change management.
  • Assist with the development and ongoing management of the Procurement Contracting Plan. Provide specialist advice which enables effective program management, including negotiating timelines/priorities/expectations with key stakeholders at all levels.
