IT Project & Portfolio Lead

Job description

Key responsibilities
  • Lead and manage several IT projects, in line with the organizations digital strategy.
  • Provide proactive leadership and mentorship to a team of Business Analysts and Project/Program Managers, fostering a collaborative, inclusive, and results-driven culture across permanent and contract staff.
  • Act as a key liaison between technical teams and business stakeholders, ensuring clear communication, alignment of objectives, and strong, lasting relationships as a trusted Business Technology Partner.
  • Manage the full procurement lifecycle for programs and projects, including documentation, vendor evaluation, negotiation, and contract execution in line with governance and compliance standards.
  • Partner with the Chief Information Officer to develop, monitor, and report on portfolio and program budgets, ensuring financial accountability and effective resource utilization.
  • Maintain a strong customer focus by providing responsive, accurate, and professional service to internal and external stakeholders.
Experience required
  • Demonstrated capability to manage multiple concurrent projects, consistently meeting deadlines, budgets, and objectives in both Waterfall and Agile environments.
  • Proven expertise in leading change initiatives and developing strategies to mitigate financial, operational, legal, and reputational risks.
  • Strong leadership experience, with the ability to coordinate and motivate cross-functional teams, fostering accountability, collaboration, and high performance.
  • Experience in IT procurement, including vendor selection, contract negotiation, and ensuring compliance with governance standards.
  • Excellent communication and interpersonal skills, with the ability to convey complex technical concepts clearly to executives, board members, and stakeholders.
  • Highly developed analytical, problem-solving, and decision-making skills, with a strategic, critical, and innovative approach to challenges.
  • Possession of relevant certifications such as ITIL, PRINCE2, Agile, MSP, SAFe, or Change Management is highly desirable.
  • Proven track record in delivering enterprise-scale ERP systems, including finance, asset management, HR, and customer solutions.
  • Experience working in Local Government or similar complex, multi-stakeholder environments.
