Troocoo is delighted to partner with Camden Council to recruit an ICT Portfolio and Programs Manager, a pivotal leadership role within the Digital, Technology & Innovation Branch. This position will drive the way Council delivers services and engages with its community. This position is a three (3) year fixed term contract.
The Opportunity
Reporting to the Chief Information Officer, this role provides strategic leadership of Council’s ICT portfolio and programs. You’ll oversee the successful delivery of multiple digital initiatives that enhance customer experience, streamline operations, and enable data-informed decision-making.

- Lead the planning, governance, and delivery of Council’s ICT program portfolio.
- Manage budgets, risk, procurement, and vendor relationships.
- Build and empower a high-performing, inclusive team of project professionals.
- Partner with business leaders to ensure alignment with strategic outcomes.
- Foster a culture of innovation, collaboration, and accountability.
You’re an accomplished ICT leader with a passion for transformation and the ability to translate digital strategy into meaningful business outcomes. You thrive on complexity, lead with clarity, and know how to engage both technical and non-technical stakeholders.
To succeed, you’ll bring:
- A degree in Information Systems, Technology, or related field.
- Proven experience leading multiple ICT programs or projects within complex environments.
- Strong understanding of Agile and Waterfall delivery models.
- Experience managing vendors, contracts, and procurement processes.
- Excellent communication and influencing skills.
- Relevant certifications such as ITIL, PRINCE2, or Agile (desirable).
