An NDIS-registered disability support provider, Tea-Cup Cottage assists children and adults with disabilities across Southeast Queensland and Toowoomba. About the role

The Head of HR will report directly to the CEO and be a key member of the Executive Leadership Team, providing strategic oversight and operational leadership of all people and culture functions across Tea-Cup Cottage. This is a pivotal role that combines hands-on management with forward-looking HR strategy, ensuring the organisation attracts, develops, and retains top talent while maintaining a high-performance, engaged, and values-driven culture.
  
The role encompasses responsibility for all aspects of workforce planning, talent acquisition, recruitment, onboarding, and professional development. The successful candidate will work closely with Tea-Cup College to design and deliver tailored training programs and leadership development initiatives that support staff capability, succession planning, and long-term organisational growth. In addition, the Head of HR will oversee employee relations, ensuring that policies, contracts, and practices are fully compliant with relevant awards, Fair Work obligations, and sector-specific regulations such as NDIS, My Aged Care, and Child Safety.
  
The Head of HR will play a critical role in shaping and maintaining a culture of accountability, collaboration, and continuous improvement, partnering with senior leaders to embed organisational values and operational excellence throughout the business. They will also manage the HR team, including recruitment specialists and generalists, providing coaching, mentoring, and guidance to develop a high-performing, self-sufficient team.
  
A key focus of the role is supporting the business through periods of significant growth, including the planned expansion of the workforce by approximately 100 new employees over the next 12 months. This requires a strategic mindset, the ability to anticipate and address workforce challenges, and the implementation of innovative HR solutions that balance operational needs with the development of a people-first culture.
  
The Head of HR will be a trusted advisor to the Executive Team, providing insight, recommendations, and leadership on all people-related matters. They will champion initiatives that enhance employee engagement, retention, and wellbeing, while ensuring that HR practices directly support the organisation’s mission to enrich the lives of people with disability. This role is instrumental in ensuring Tea-Cup Cottage continues to thrive as a purpose-driven, high-performing, and culturally aligned organisation.

Key Responsibilities
  • Lead HR strategy and align people initiatives with organisational goals and values.
  • Oversee recruitment, onboarding, and workforce planning to support growth.
  • Develop and implement training, professional development, and succession planning programs.
  • Ensure compliance with employment law, sector awards, and regulatory standards (NDIS, My Aged Care, Child Safety).
  • Manage employee relations, performance management, and grievance processes.
  • Coach and mentor managers to build leadership and people management capabilities.
  • Implement and optimise HR systems, policies, and reporting for actionable insights.
  • Foster a positive, inclusive, accountable, and high-performance organisational culture.

The Person
  
The ideal Head of HR is a strategic, highly capable, and people-focused leader who combines commercial acumen with exceptional emotional intelligence. They are passionate about cultivating a positive, inclusive, and accountable organisational culture, where employees are empowered, engaged, and supported to perform at their best. Experienced in workforce planning, talent acquisition, and employee development, they have a proven track record in designing and implementing HR strategies that align with broader business objectives. Experience within the health or human services sector is highly desirable, ensuring familiarity with sector-specific regulations, awards, and workforce needs.
  
They are skilled in coaching and mentoring leaders across all levels, building capability, and fostering high-performing teams, while maintaining a hands-on approach to employee relations, compliance, and HR policy implementation. Adept at leveraging HR systems, technology, and data analytics, they create processes that improve efficiency, provide actionable insights, and support evidence-based decision-making.
  
This individual is highly adaptable and forward-thinking, anticipating workforce needs in a rapidly changing environment and implementing initiatives that balance business growth with employee wellbeing. They are comfortable driving cultural transformation, managing complex organisational challenges, and influencing stakeholders across multiple functions. Their leadership inspires trust, promotes collaboration, and ensures alignment between strategic objectives and day-to-day execution.
