Brisbane City Council is seeking a dynamic and forward-thinking General Manager, Strategy and Network Services to lead the network strategy and planning, bus operator training, and operational workforce planning to support the future readiness of Brisbane’s public transport network, at a defining moment in the city’s history.

With Brisbane confirmed as host of the 2032 Olympic and Paralympic Games, public transport will continue to play a critical role in connecting people, places and precincts, showcasing Brisbane to the world and leaving a lasting legacy for generations. This executive role offers a rare opportunity to shape transport networks that support a global event while delivering enduring benefits for a fast-growing, liveable city.

About the role
Reporting to the Group Executive – Public Transport Services, you will provide strategic and operational leadership across Public Transport Services, driving long-term network planning, service excellence, governance, safety, data-driven decision making and continuous improvement. You will lead a multidisciplinary workforce of approximately 85 FTE and oversee an operating budget of $27.8 million, while building strong partnerships with TransLink, the Department of Transport and Main Roads and key stakeholders across government, industry and the community.

• Strategic leadership of integrated transport network planning aligned to Brisbane Vision 2031
• High-performing, values-led teams with a strong customer and safety focus
• Innovative service and revenue solutions across events, charter and City Sights services
• Strong governance, risk management and legislative compliance in a high-accountability environment
• Data-driven planning, investment cases and funding submissions to support future network configurations and growth
• Organisational readiness for major events, service disruptions and demographic change
• Operational workforce plans to ensure a workforce that supports the future organisation, including the delivery of bus operator training.

What you'll bring
• Proven executive leadership experience in transport having worked in complex, public-facing and regulated environments
• A collaborative, people-centred leadership style aligned with Council’s Leadership Blueprint
• Strong financial, risk and governance capability with experience managing significant operating budgets
• Highly developed stakeholder engagement and influence skills across government and industry
• A demonstrated ability to lead innovation, continuous improvement and service excellence at scale
• Tertiary qualifications in business, management, quality, risk or similar (desirable)
