Chief Executive Officer

Job description

About Ozcare

Ozcare is a leading not-for-profit organisation dedicated to delivering high-quality health care, aged care, retirement living, and disability support services across Queensland. Established as a special work of the St Vincent de Paul Society Queensland, Ozcare is inspired by the Vincentian spirit and guided by a mission to support clients in living their best lives through compassionate, professional, and personalised care.

Operating for over two decades, Ozcare now employs more than 5,000 staff (volunteers included) and supports more than 30,000 Queenslanders each year. The organisation provides a wide range of services including 19 residential aged care facilities, a hospital, five-day respite centres, 8 retirement living communities, and comprehensive in-home support and health services supported from 14 branches across the state. With its headquarters in Brisbane, Ozcare’s services are delivered exclusively within Australia.

Ozcare’s values, Integrity, Respect, Empathy, and Compassion – form the foundation of its culture and inform every aspect of its operations. The organisation maintains a strong commitment to accessibility, ensuring that those on lower incomes are not excluded from care. Through strategic development and planned acquisitions, including the planned expansion of retirement living on existing sites, Ozcare continues to meet community needs in a financially responsible and sustainable way.

With a clear vision for future growth and a deep commitment to service excellence, Ozcare is well-positioned to navigate sector reforms and continue leading with integrity, purpose, and care.

About the role:

The Chief Executive Officer (CEO) is the most senior executive of Ozcare and is responsible for leading the organisation through its next phase of strategic growth, cultural transformation, and sector leadership. Reporting directly to the Ozcare Board, and operating under the values and constitution of the St Vincent de Paul Society Queensland (SVDP), the CEO will deliver strategic and operational outcomes that are mission-aligned, commercially sustainable, and responsive to community needs.

The CEO will lead a diverse and geographically dispersed workforce, support and empower the Senior Leadership Team (SLT), and engage closely with stakeholders including government, sector partners, and the parent organisation. With Ozcare experiencing significant expansion and complexity, this role requires a contemporary leader with the ability to navigate change, inspire people, and maintain focus on excellence in care and service delivery.

The CEO will be the external face and internal anchor of Ozcare, ensuring the organisation remains true to its Catholic values while thriving in a dynamic and highly regulated sector.

Specifically, key accountabilities include:
  • Lead the development, execution, and ongoing review of Ozcare’s strategic direction to ensure alignment with organisational goals and sector trends.
  • Champion a values-driven, mission-aligned culture that reflects Catholic social teachings and inspires all staff and stakeholders.
  • Oversee the delivery of high-quality, client-centred aged care and community services that prioritise safety, dignity, and personalised support.
  • Ensure robust clinical governance, risk management, and compliance systems are in place to maintain excellence and safeguard residents.
  • Promote innovation and evidence-based decision-making to continually improve service delivery and organisational performance.
  • Build, mentor, and support a high-performing Senior Leadership Team committed to achieving strategic and operational goals.
  • Foster leadership development, talent management, and succession planning across the organisation to sustain future success.
  • Manage sustainable financial growth and prudent investment to support long-term organisational stability and service expansion.
  • Act as a key representative for Ozcare with government bodies, regulators, community partners, and other stakeholders to advance the organisation’s interests.
  • Support effective governance practices by providing timely, transparent reporting to the Board and SVDP State Council whilst maintaining strong collaborative relationships.
The CEO:

The Board is seeking a visionary and values-driven CEO who leads with inclusivity, charisma, and a strong commitment to service. This leader will embody Ozcare’s Vincentian spirit and Catholic values, prioritising the needs of clients, staff, and the community over personal status. A collaborative and humble leadership style grounded in empathy will be essential to unify the organisation and drive cultural transformation.

While direct aged care CEO experience is not mandatory, the ideal candidate will have significant leadership experience in aged care, health, human services, or similar complex and regulated sectors. They must demonstrate a proven track record in leading cultural, operational, and digital transformations, with a clear understanding of quality standards, regulatory compliance, and financial sustainability within mission-led organisations.

Strategically, the new CEO will be expected to engage deeply with staff at all levels to build trust and alignment, reshape the senior leadership team as needed, and strengthen relationships with key stakeholders including St Vincent de Paul Society Queensland. They will champion a positive, inclusive workplace culture and lay the groundwork for sustainable growth, innovation, and readiness for regulatory reforms.

Finally, the successful candidate will maintain a strong governance partnership with the Board and SVDP State Council, providing transparent and timely communication, while also representing Ozcare externally as a respected advocate and leader in aged care. Emotional intelligence, authenticity, and the ability to inspire and connect broadly will be key traits for success in this critical leadership role.
